Based on a credit report what does there are too many delinquent past or present credit obligations mean?

I am 19 and recently decided to try to apply for a credit card and i got denied. On the denial letter it stated that based on the credit report there are too many delinquent past or present credit obligations. Can someone please break that down for me please dont really understand what they mean. Now mind you to my knowledge i have no credit because i have never applied for a credit card. Can someone please help?

recently applied for a new credit card should i activate it?

I recently applied for a credit card to help raise my credit score faster.. i really have no plans on using the card but i wanted to have it just incase i needed it. i was under the assumption that applying for a credit card wont affect my credit unless i am denied for the card itself which i was accepted and the card is in the mail. Now im torn for on what i should do. My credit has already been pulled and wondering should i go ahead and activate the card when it gets here or just cut it up?
